Oyo State Governor, Engr. Seyi Makinde, will on Monday, November 24, 2025, lay before the Oyo State House of Assembly the 2026 Appropriation Bill—his seventh since assuming office in 2019—marking another critical phase in the administration’s fiscal planning and policy direction.
The presentation, scheduled to take place at the Assembly Chamber in Ibadan, is expected to outline the government’s spending priorities for the 2026 fiscal year, with particular emphasis on infrastructure consolidation, social sector expansion, and sustained economic reforms under the governor’s Omituntun 2.0 agenda.
Ahead of the presentation, the Makinde administration concluded a state-wide series of Stakeholders’ Consultative and Engagement Meetings across the seven geopolitical zones of Oyo State. The sessions—part of the state’s participatory budgeting framework—were aimed at capturing community-specific needs, grassroots expectations, and sectoral priorities to guide the formulation of the budget estimates.
Officials from the Ministry of Budget and Economic Planning noted that the outreach provided critical insights into citizens’ expectations, including renewed calls for rural infrastructure rehabilitation, security enhancements, improved healthcare delivery, and expanded support for agribusiness and youth employment.
The Treasury Board, comprising members of the State Executive Council, heads of Ministries, Departments and Agencies (MDAs), and financial planning authorities, concluded its final deliberations on the budget proposal earlier this week.
The board sessions, characterized by performance reviews and funding justifications from MDAs, helped refine the spending framework that Governor Makinde will present to lawmakers.
A senior government official, who spoke on condition of anonymity, said the administration aims to maintain its tradition of balancing capital and recurrent expenditures while “deepening investments in strategic sectors that have proven to drive growth, particularly infrastructure, education, and technology.”
Makinde’s upcoming presentation marks his seventh appropriation bill in six years—a reflection of what analysts describe as an administration committed to predictable fiscal processes and transparent public finance management.
Since 2019, Oyo State has recorded notable increases in internally generated revenue (IGR), improvements in budget performance ratings, and higher capital project execution rates—developments attributed partly to the administration’s institutional budgeting reforms and its emphasis on data-driven planning.
The Assembly, led by Speaker Adebo Ogundoyin, is anticipated to commence immediate scrutiny of the document once presented, with committee-level engagements expected to shape the final version for passage before the end of the year.
