The Osun State Government has officially banned all graduation ceremonies for nursery and kindergarten pupils across public and private schools, warning that violators will face stiff sanctions.
The directive, issued through a circular dated 19 September 2025 and signed by the Permanent Secretary of the Ministry of Education, M. A. K. Jimoh, noted that such ceremonies have become unnecessarily extravagant, consuming valuable instructional time and placing financial burdens on parents.
“The government observed that these events have been highly commercialised, with some schools compelling parents to bear needless expenses. Henceforth, no school—public, private, or faith-based—should organise graduation ceremonies for nursery or kindergarten pupils,” the circular stated.
In addition to the ban, the government announced a sweeping new textbook policy. Schools are now required to adopt only textbooks from an approved list, and each chosen title must be used for a minimum of three consecutive years. This move is aimed at curbing the constant introduction of new editions, which often force parents to buy fresh books annually.
The circular further explained that the use of workbooks and textbooks with embedded insertions will be discouraged, allowing siblings and classmates to reuse materials and significantly cut costs.
The Ministry of Education warned that any school found violating these directives risks sanctions, including fines or suspension of registration.
With this bold reform, Osun joins the list of states tackling the twin challenges of rising educational expenses and exploitation of parents in the name of school traditions.
